For the list: what you have to do is to edit the roles assigned to steps in
a community, if no group is assigned to a step, it won´t happen in the
workflow.

Hello Fernando,
the 3 workflow steps in DSpace are independant from each other, thus you can
specify one or two or three steps. And it is not necessary to start with
step 1.
The steps with their functions are
Step 1: accept/reject
Step 2: accept/reject and edit metadata
Step 3: edit metadata
In your use case you would need either 1 or 2 Step 1 (accept/reject) or Step
2 (accept/reject/edit metadata) depending on whether the technicians should
be able to edit metadata or not.
